WOW were we off. You had us all thinking mechanical issues at the back of the boat and not the helm.

Do you mean trim cylinders? i.e. the 2 rams on the outside of the drive.

Did you check the fluid level in the pump? Can you raise and lower the outdrive?

Not sure the trim (tilt) will cause...

2002 would not be the steel unit but the alumnium. The switch was in the mid 90's.

What year is your boat? Is the steering rack steel (black) or shiny?...

I agree wit Pas here it sounds like the upper swivel pin and or steering arm (tiller) are worn. This is a common problem mainly caused by play since folks don't retorque the U bolt tha hold them...
