Wasn't sure myself and did a quick google. There is a plug on the unit to check and fill the oil. Sounds like the pump must be removed to do so. Therefore do this service when changing impeller.

If the engine is starving for gas then it can't make full power. The drive ratio may still have been an issue, hard to say. At this point just need to install new unit and see how it performs.

JR I agree with Pas the boat should do better than 30 mph. How many passangers were on board? What was the rpm? Pull prop and check the part number to find pitch and diameter.

180 is a little hot....
