Moby, what davevaill is saying is remove the 2 screws you see, pry fixture at rubber base away from fiberglass deck, turn fixture over and you will see 2 more screws, remove them and pry rubber base...

When you removed he screws were able to lift up the fixture? May be bedded in a sealant and require a little force. Once removed the metal housing should be able to be seperated from the rubber base...

Can you post a picture of what you are looking at? It will help determine how to get at the bulb. Picture after screws are removed is perfered.
