electric or mechincal fuel pump? they are so cheap i'm change it first before messing with the tank. Also, did you replace your fuel water strainer?

water goes to the bottom, and the gas rides on...

water goes to the bottom, and the gas rides on top. the fuel tube in the tank is an inch off the bottom.

so, level ride draws gas, speed and your sloshing water and drawing it into the engine.
