Based on your explanation: I would take a look at how the radio accessory lead is wired. You could get speaker crackle if the radio accessory leads are not matched correctly to boats accessory power...

It turns out there is an elecrical feed to the auto-choke... and mine was disconnected! Coincidence... or something more??! I personally think they forgot to hook it back up after the carb rebuild...
