Sometimes barely turns over but so far has always started - AlphaOne 4.3L

I have a 1995 Maxum 2100SR that I've owned for only the 2nd season this year.
Old I know but still looks OK and runs fine.

Except...

Maybe 1 in 10 times I try starting, the engine barely turns...

The prop has 17x17 (in a really small font and I'm not sure the x is really an X) and then 182031. Does this mean a 17"pitch???

On a related note I emailed maxum and they sent me a PDF of the 1991...
