That is a pitot system and measures pressure from a port on the leading edge of the outdrive. Look down the outdrive and you will see a small notch. Clean that out with a paper clip.

I agree with Mike and Phillbo's comments. When you say "rebuild" do you mean "take it apart and see if anything is wrong with it"? If so, then basic engine checks is all I recommend that you do.
