Default Windlass rocker switch on 1999 3700

When looking at a 3700 I noticed a rocker switch on the dash for the windlass. I was excited because on our 3200 there isn't one. But when I tried it, it didn't work. Does it have to be switched on down on the panel in the cabin or something? When working can you actually control the windlass with it? We are going to take the boat out for a sea trial on Friday. Any suggestions for what we should be checking out?
Thanks!!!

It should work at the switch. What does the seller have to say? Should also be in the survey report.

Yes it works the same as the foot pedals on the front of the boat. Check the front pedals to see if they work and there are no seperate fuses for it There is a breaker inside the cabinet below the sink under the battery switches on the back deck might need to be reset
