I own a 1996 3200 scr maxum with the same set up as you and had the same problem. Just as you did I put the spare power steering pump on and it did not help. During the off season last winter I greased all of the fittings on the rack and out drive, And flushed the entire power steering assembly with synthetic fluid. I am not sure which one corrected the problem but I no longer have that issue. Good luck.

Biggs, thanks for that info. Can I ask what type of synthetic fluid did you use, and which fittings did you grease? My steering ram doesn't have any grease fittings. I grease the cable and the places where the clevis pins are. Are there others? And for the outdrives, any particular fittings that are for steering? If you have pics, that would help. Would appreciate it.

Sorry I do not have any pictures, The fluid I used was a product from BG Fluids, Its a kit that comes with a cleaner you put in the power steering unit and move the steering wheel back and forth appx 10 times. Then you extract it and fill the unit up with the power steering fluid. Turn the wheel all the way in the opposite direction and repeat with the fluid. Do this untill the entire 1/2 gallon of Power Steering fluid is used. As for the fittings I grease every single one I could find on the rack and outdrives. If I remember correctly there is 1 on the rack and 1 where the rack attaches to the outdrives and 1 on each outdrive outside of the boat. Sorry i could not provide pictures.

I finally replaced the steering cable unit, steers effortlessly now.
