1997 2800 SCR, Throttle mount panel

So I'm experiencing my first finish type issue. When I tried to tighten the screws to the throttle mounting panel the screws just spin. Of approximately 12 screws only three would come out. Now what? I wanted to tighten these screws to seal water from getting in. Unless someone has an easy way of getting these screws out I will wait until the fall (cool less frustration). I'll have to carefully drill (without damaging the molded panel) or cut the screws to remove. Not sure why Maxum didn't use a better fastening method. And, I tried prying while unscrewing without success.
