Welcome aboard

How much fuel is in the tank?

If not near full remove the fuel tank sendor so you can stick a hose into the tank. Get a ignition protect pump that is rated for fuel transfer and connect it to the hose and the pumps output into a gas can. Take the old gas to a recycling center.

It is a 1996 2300 sc
I have ran it last year but have not taken it out I also winterised it last year and is still winterised now
I want to put in the water but i am a bit concerned
I have been told the old fuel want damage the boat if I start it
Is this true

Old gas looses octane and low octane can cause pre-ignition which can damage an engine. It’s a bunch of cans not certainties. You can try adding an octane booster or have a company polish the gas. First remove the gas filter and pour the contents into a glass jar, let it settle and look for signs of water, sediment, and phase separation (break down of gas if E10 or higher).

Cost to replace a engine is about $7000, up to you how to proceed.
