Check that the chokes open completely.
That would be the first place to look.
Does it stop smoking after warming up?

Don i believe the carbs were rebuilt while out of the water is it possible that they were not jetted properly and that could be the reason for the rich mixture

As Don said the choke may not be opening fully, remove the flame arrestor and verify the plate is fully open after a few minutes of starting them up.

Could be jetting or improper adjustment of the air fuel screws.

The cable may not be adjusted properly. First try disconnecting it at the engine end where it attaches to the shift plate. Does it now go into forward ok? If so reattach it and disconnect the lower shift cable from the shift plate? Still shift ok?

Lower cable sounds like it is bad, need to replace.

If I recall the top cable is the one going to the helm control therefore if it shifts ok when disconnected but not when connected and the lower cable is disconnected then the cable not adjusted properly. Go to Documents of this site to get the Mercruiser manual for your drive and follow the instructions on how to adjust the cables. Note there is a tool for this.

Also with the lower disconnected and the engine running by pushing and pulling on the cables end the drive should shift into forward and reverse.
