1) Outdrive uses separate solenoids for up and down. The up is working and down is not. The pump and resevoir is the same for both directions. Replace the up and down solenoids on the drive trim pump.

2) Battery capacity? what draw? over what time?

3) Get a pump out.

Mine was having electrical problems; losing voltage and stalling out, electronics working intermittently. I replaced the fuse panel at the helm and everything works 100%

Blue Seas makes a good fuse panel. I would replace the connectors and the fuses at the same time. This sounds like a draw issue and more than likely the result of resistance somewhere in the system. The Fuse bus is a good start.

I got one like this on eBay.
Sierra International FS40420 ATO 6 Gang Marine Fuse Block | eBay

Not top quality, but gets the job done. I got a larger one than was previously installed and was able to add a few circuits and straighten out some of the mess made by previous owners

I got two 10 gang blocks. They fasten together to share a common positive bus

Regarding number 1 if it goes up using the trailer button the trim limit switch is bad other wise the up soleniod is bad.

I got the blue sea systems blade fuse block with the ground lug on ebay for I think they were 26 apiece. I went with 2 10 circuit boxes, one for stb and one for port wires.
2 complete and separate systems with twin i/o's.
Replaced blocks and changed to screw terminal connections instead of spade slide ons and 90 percent of my electrical problems vanished (none of the cabin systems worked before I changed the boxes).
The remaining problems ended up being bad connections at switches or bad wiring splices from PO. Changed whole boat to screw terminal connection and if it had to be spliced I soldered it and used heat shrink. Zero problems with electrical system now.
