Default Switch identification?

2500SCR - 3 switch panel just inside companionway door to starboard - lower 2 switches turn cabin lights on - can't figure out what top switch does.

There are 3 switches, two of which control the overhead galley lights. The third controls the interior courtesy lights that are located at the stairs. I would imagine that the stair bulb is burnt out, therefore you cannot see it light up when you flip the switch.
