You're going to need a rotary tool to accomplish this. The other trick would be to get a 6.5" hole saw. Then drill into a piece of wood or starboard. Use a strong adhesive to bond the 6.5 'blank' disk over the 5" hole. Once the adhesive is cured, use the hole saw to redrill out the 6.5" hole in the boat.
