My friend has a 1997 1700SR and needs to drain out the fuel from the fuel tank. Is there an easy way to do this? He cannot find an outlet or drain plug to do this. Your help would be most appreciated.

So really the only way is to syphon. The fuel is old so has to be environmentally disposed of. I had hoped to be able to drain the tank better than that to get any impurities out of it.
well..if you want to completely drain the tank..take the tank top off where the sender is...and then syphon everything out that way....don't use a shop vac......but you can get everything out that way....then replace the sender and fill...don't forget to check the pickup of the fuel line...

Thank you for your help. I will try to resolve the problem this weekend.
I connected an external fuel pump to the inlet to the carb and sucked it out. I gave it to a farmer who ran it in his tractor. Do NOT use the engine fuel pump it will burn out and they are expensive. I bought one at a farm store for 30 bucks.
