John............Let me be the first to say" welcome" and hope that someone can answer your question. Since I have a 2001 3000SCR I don't have a clue where that drain tube is going in your 2003 2100.
I bet you someone will answer your question and give you the help that you need.

John,
I looked at the pictures of your 2100 SR. The in-deck ski locker - in between the front seats, drains into the "bilge" so all water from the ski locker will run to the back of the boat and collect under the engine, where the bilge pump will eventually pump it out or when you remove the garboard drain plug. There will not be an actual tube, it's just a hole at the bottom of the back wall of the locker. There will be another hole at the bottom of the front wall in the engine compartment. The water from the locker will drain through the locker hole, flow along the bottom of the hull, and come out the other hole into the engine compartment. Because the holes are not physically connected your snake is probably just hitting the forward engine compartment wall - missing the hole.
I think. ;)

Have to agree with Dan on this one. My 1996 2100SR is setup like this (the best I can remember).
Bow seat storage drains into ski locker (front of locker)
Ski locker (rear) drains into bilge area (front of bilge)
Now I have never snaked between the locker and bilge so not sure if it is tunnel or open space in between. I have take a hose and put the nozzle right into the hole and let her rip. For me that cleared the leaves that were blocking mine from the previous owner leaving it uncovered. I did have to blow it from bilge to bow and then blow it back from locker to bilge to clear it though.
I guess you should be able to snake it from the bilge area towards the locker and maybe you will get whatever is stopping it up.

My 1700SR has the same set up.. I ran water right from under the bow seats storage areas through to be sure everything drained well... It seems there is just a tube built into the fibreglass between all three front compartments into the front of the ski locker, then to the bilge as Dan already said....

I wish to thank you all for your help !
I tried the garden hose with a nozzle on it ,put it into the drain tube , filled the hole locker and some but it broke loose it now drains the way it was meant to.

Woooohoooo!! Just love it when a plan comes together.
Well done John. Now just be certain your bilge pump works.
