OK I feel silly asking but when you don't know, you don't know.
How does one power up the windlass on a 4600?
I have checked and the breaker at the back is set.
What else do I need to turn on to get it going?

geez..other than the main dc breaker....the batt's switches...and the 50amp breaker that is dedicated to the windlass...step on the button to get it to start moving...or operate the sw. from the helm....that's all there is too the system...
go back to your main dc panel ..the one with the batt. sw's...then ensure that they are all in the on position....there is a couple of dc breakers right there also..make sure they are all on....the main breaker for the windlass needs to tripped and then reset....that should make the system ready to go..

OK I do not feel so silly. the solenoid in the chain well was fried.
Solved, at a price.
At least it was not the winch
